Moncef Slaoui, the official head of Operation Warp Speed, told the Wall Street Journal last week that all recipients of Warp Speed vaccines in the US are being "incredibly closely" monitored. . . Tracking systems ”for up to two years and the technology giants Google and Oracle would be involved.
Last week, a rare media interview by the Trump administration's "Vaccine Czar" offered a brief glimpse of the inner workings of the top secret Operation Warp Speed (OWS), the Trump administration's "public-private partnership" to deliver a Covid-19 Vaccine against 300 million Americans by January next. What was revealed should deeply unsettle all Americans.
During an interview with the Wall Street Journal The "captain" of Operation Warp Speed, career manager of Big Pharma, Moncef Slaoui, published last Friday, confirmed that the millions of Americans who are to receive the Covid-19 vaccine of the project are being monitored via "incredibly precise". . . Tracking systems "that"Make sure patients are each given two doses of the same vaccine and monitor them for adverse health effects. Slaoui also noted that technology giants Google and Oracle were contracted as part of this 'tracking system' but did not specify their precise roles beyond helping 'capture and track vaccine data'.
The day before the interview was published in the Wall Street Journal, the New York Times published a separate interview with Slaoui, where he called this "tracking system" a "very active pharmacovigilance monitoring system". While a previous interview In the journal Science in early September, Slaoui had only described this system as "a very active pharmacovigilance system" that "would ensure that when we introduce the vaccines, we absolutely continue to evaluate their safety". Slaoui recently included the words "tracking" and "surveillance" in his description of this system in his relatively rare media interviews.
While Slaoui himself had few details about this "pharmacovigilance monitoring system", Operation Warp Speed's few publicly published official documents provide some details about what this system might look like and how long it is expected to "track" vital signs and indicators The whereabouts of Americans receiving Warp Speed vaccine.
Two official OWS documents released in mid-September say vaccine recipients – who are expected to include a large part of the U.S. population – will be monitored for twenty-four months after they receive their first dose of a Covid-19 vaccine and that this would be done through a "pharmacovigilance system".
In the OWS document with the title "From the factory to the front,The Department of Health and Human Services (HHS) and Department of Defense (DOD) said Warp Speed vaccine candidates are using new unlicensed vaccine production methods that “have limited previous data on human safety. . . The long-term safety of these vaccines is carefully assessed through pharmacovigilance monitoring and phase 4 (post-approval) clinical trials. "
It goes on:
The main goal of pharmacovigilance is to determine the performance of each vaccine in real-world scenarios, study its effectiveness, and discover rare and rare side effects that have not been identified in clinical trials. OWS will also use pharmacovigilance analysis which will serve as one of the tools for continuous monitoring of pharmacovigilance data. Robust analytical tools are used to take advantage of large amounts of data and the benefits of using such data along the value chain, including regulatory obligations.
In addition, Moncef Slaoui and OWS 'vaccination coordinator Matt Hepburn, a former program manager at the Pentagon, were controversial Agency for advanced defense research projects (DARPA), had previously published An article in the New England Journal of Medicine states: "Because some technologies have limited data on human safety, the long-term safety of these vaccines is carefully assessed using pharmacovigilance monitoring strategies."
The use of pharmacovigilance in people receiving the vaccine is also mentioned in the official Warp Speed “infographic, ” It states that the monitoring will be in collaboration with the Food and Drug Administration (FDA) and the Centers for Disease Control and Protection (CDC) and will include "24 months of side-effects monitoring for side effects."
In a separate part of the same document, OWS describes one of its “four core principles” as “traceability”, which has three objectives: “Confirmation of which of the approved vaccines have been administered regardless of location (private / public)”; send a "reminder to return to the second dose"; and "to give the correct second dose".
With regard to a Covid-19 vaccine that requires more than one dose, a CDC document Related to Operation Warp Speed conditions:
Most Covid-19 vaccines require two vaccine doses 21 or 28 days apart. Because different Covid-19 vaccine products are not interchangeable, a vaccine recipient's second dose must come from the same manufacturer as the first. Second dose reminders for vaccine recipients are critical to ensure compliance with vaccination dosing intervals and to achieve optimal vaccine effectiveness.
The CDC document also references a document published in August from the Johns Hopkins Center for Health Safety, in connection with the simulations Event 201 and Dark Winter, as information about his Covid-19 vaccination strategy. The Johns Hopkins paper, author of Dark Winter co-organizer Thomas Inglesby, argues that existing “passive reporting systems” administered by the CDC and FDA should be upgraded to “create an active safety surveillance system , which is directed by CDC, monitors all (Covid-19) vaccine recipients – possibly through a short message service or other electronic mechanism. "
Despite claims in these documents that the "pharmacovigilance surveillance system" would closely involve the FDA, the top FDA officials specified In September, they were banned from attending OWS meetings and told reporters they could not explain how the operation was organized or when or how often their leadership meets. However, FDA officials said they "can continue to interact with companies developing products for OWS." STAT messages reported.
In addition, the FDA appears to have "put in place a firewall between the vast majority of staff and the Initiative (Operation Warp Speed)," which appears to be drastically limiting the number of FDA officials who have knowledge of or involvement in Warp Speed . The FDA Director of the Center for Drug Evaluation and Research, Janet Woodcockis the only FDA official is listed as directly involved in OWS and appears to be personally managing this "firewall" at the FDA. Woodcock describes itself A long-time advocate of the use of "big data" in assessing drug and vaccine safety, he was closely involved in the FDA precursors to the upcoming Warp Speed pharmacovigilance monitoring system known as Sentinel and PRISM discussed later in this report .
Woodcock is currently on temporary leave of her role as director of the Center for Drug Evaluation and Research, which enables her to devote her full attention to overseeing aspects of Operation Warp Speed on behalf of the Commissioner's FDA office. Your Temporary FDA Replacement, Patrizia Cavazzoniis "very focused on Janet and where the agency is going," according to media reports. Cavazzoni is the former CEO of Pfizer, one of the companies that makes a vaccine for OWS. This vaccine is should start testing in children as young as 12 years old.
Operation Warp Speed's extreme secrecy has affected not only the FDA but the CDC as the CDC panel of experts usually involved in developing the government's vaccine distribution strategies was "stonewalled" by Matt Hepburn, OWS's vaccination coordinator, who bluntly refused to answer some of the panel's “targeted questions” about the top-secret operation.
More secret contracts
While the Moncef Slaoui and Warp Speed documents contain few details about what this "tracking system" would mean, Slaoui noted in his recent interview with the Wall Street Journal that technology giants Google and Oracle had been hired to "Collect and track vaccine data" part of that system. However, neither Google nor Oracle have announced that they will receive an Operation Warp Speed-related contract, and neither have DOD and HHS announced that they will award a Warp Speed contract to either Google or Oracle. In addition, the US government will be searched Federal Register and further the official website For contracts awarded by the federal government, the contract for Google or Oracle that would apply to such a "pharmacovigilance" system or any other aspect of Operation Warp Speed was empty.
Given my previous coverage of the use of a nongovernmental intermediary to award OWS contracts to vaccine companies, it is likely that Warp Speed contracts awarded to Google and Oracle were made using a similar mechanism. In a report dated October 6, 2020 for The last American vagabondI found that $ 6 billion in Warp Speed contracts were placed with vaccine companies through Advanced Technology International (ATI), a government contractor that works primarily with military and surveillance technology companies and whose parent company works closely with the CIA and the year 2001 is related to Dark Winter Simulation. HHS, which allegedly oversees Operation Warp Speed, said it “did not record” at least one of these contracts. Just a Warp Speed vaccine deal that ATI was not a party to and that was awarded directly by HHS Biomedical authority for advanced research and development, was recently received from KEI Online. However, important parts of the contract, including the section on intellectual property rights, have been completely redacted.
If the Warp Speed contracts awarded to Google and Oracle are comparable to the Warp Speed contracts awarded to most of the participating vaccine companies, those contracts give the companies lower federal oversight and exemptions from federal laws and regulations for protection the taxpayer's interests in carrying out the work specified in the contract. It also makes them essentially immune to Freedom of Information Act (FOIA) requests. Contrary to Google and Oracle's unrecognized contracts, vaccine companies have publicly announced that they have received OWS contracts, just not the terms or details of those contracts. This suggests that the Google and Oracle contracts are even more secretive.
One important conflict of interest is Google's ownership of YouTube recently banned On its huge multimedia platform, all "misinformation" related to concerns about a future Covid-19 vaccine. With Google now officially part of Operation Warp Speed, it is likely that there are concerns about the extreme secrecy of OWS and the conflicts of interest of many of its members (in particular) Moncef Slaoui and Matt Hepburn) and any concerns about the safety, allocation and / or distribution of Warp Speed vaccines may be flagged as "Covid-19 Vaccine Misinformation" and removed from YouTube.
From NSA to FDA: The new PRISM
Although the nature of this upcoming surveillance system for recipients of Covid-19 vaccines has not been fully described by Warp Speed or the tech companies hired by the operation, OWS documents and the FDA's existing infrastructure provide an indication of what this system means could.
For example the Warp Speed document "From the factory to the front"Notes that the pharmacovigilance system will be a new system developed exclusively for OWS and" built up from the existing IT infrastructure (information technology) "and" closes any gaps with new IT solutions ". that "the Covid-19 vaccination program requires a significant improvement in the IT that supports improvements and data sharing that are critical for a multi-dose candidate to ensure proper administration of a potential second dose." The document also states that all Data related to the distribution of OWS vaccines "are reported in a common IT infrastructure that supports analysis and reporting," and that this "IT infrastructure supports partners with a wide range of tools to record data on who vaccinated and memories of second cans. "
While some Warp Speed documents provide references to the existing IT systems that will serve as the basis for this new tracking system, the FDA-managed Sentinel Initiative, founded during the 2009 H1N1 swine flu pandemic, is arguably the most likely Candidate. Like Operation Warp Speed itself, Sentinel is a public-private partnership involving the FDA, private companies, and universities.
According to his websiteSentinel's primary goal is to improve the FDA's assessment of the safety and performance of medical devices through big data, with an additional focus on "learning more about potential side effects." Media reports describe Sentinel as "an electronic surveillance system that collects data from electronic medical records, claims, and registers that volunteer and enables the agency to track the safety of marketed drugs, biologics, and medical devices."
One of Sentinel's key advocates at the FDA is Janet Woodcock, who has been working aggressively to expand the program as director of the FDA Center for Drug Evaluation and Research focusing on the use of Sentinel in "post-market efficacy studies". As previously mentioned, Woodcock is the only FDA official listed among the ninety or so "leaders" of OWS. Most of them are part of the US military and no experience in healthcare or vaccine production.
Patrizia Cavazzoni, Woodcock's Temporary Substitute at FDA, is also very active in an effort to expand Sentinel. STAT messages were reported earlier this year Cavazzoni was previously "a member of the Sterling Committee of I-MEDS, a partnership between the FDA and industry that enables drug manufacturers to pay to use the FDA's real-world data system, Sentinel, to complete certain safety studies more quickly."
Sentinel has a number of "Cooperation Partners" who "Provision of health data and scientific, technical and organizational expertise ”for the initiative. This Cooperation partner These include intelligence entrepreneur Booz Allen Hamilton, tech giant IBM, and major US health insurance companies such as Aetna and Blue Cross Blue Shield. In addition, the Sentinel Innovation Center, which is referred to as “the test bed of the program for the identification, development and evaluation of innovative methods”. is partner of Amazon, General Dynamics and Microsoft. Sentinel also has a Community Building and Outreach Center managed by Deloitte Consulting, one of the largest consulting firms in the world known for seeking Fill his ranks with former ones CIA officials.
The Sentinel System's specific monitoring program to monitor the effectiveness of the vaccine is known as the Program to monitor rapid post-licensing immunization, better known as PRISM. Sentinel's PRISM was "designed to monitor the safety of vaccines but has never (until now) been used to evaluate vaccine efficacy." PRISM was originally launched in 2009, along with the Sentinel initiative itself, "in response to the need to monitor the safety of the H1N1 influenza vaccine" after it was licensed, marketed and administered. However, as mentioned earlier, PRISM has yet to be used to evaluate the effectiveness of a vaccine as it has been tacitly expanding for nearly a decade. This implies that those involved in the Sentinel initiative have a plan to implement this "security monitoring system".
The name PRISM can remind readers of this the National Security Agency (NSA) program of the same name that became known in the United States after the revelations of Edward Snowden. Given this association, it is worth noting that the NSA, as well as the Department of Homeland Security (DHS), are now officially part of Operation Warp Speed and appear to have played a role in the development of Warp Speed's "pharmacovigilance monitoring system". The inclusion of the NSA and DHS in the initiative, of course, greatly increases US intelligence involvement in the operation, which is itself “dominated” by the military and which lacks civilian public health officials.
CyberScoop In early September it was reported for the first time that members of the NSA's Cybersecurity Directorate were involved in Operation Warp Speed, their role, like that of DHS, being primarily to provide "cybersecurity advice" to the initiative. However, the NSA and DHS also provide "advice" and "services" to both the other federal agencies involved in Warp Speed and to OWS contractors, which now include Google and Oracle.
Google is known for its cozy relationship with the NSA, including its PRISM program, and you also supported NSA-backed legislation that would make it easier to monitor Americans without a warrant. Likewise, Oracle is a longtime NSA contractor as well has ties to the CIA from the earliest days as a company, no different from google. In particular, Oracle and Google remain blocked a major legal battle on copyright issues due to be heard by the Supreme Court in the coming weeks that are expected to have a significant impact on the tech industry.
The panopticon for public health
After the 9/11 attacks, the US military attempted a surveillance program that was so invasive that Congress repaid it due to public outrage just months after its inception. Known as Total Information Awareness (TIA), the program sought to develop an all-seeing surveillance apparatus administered by the Pentagon's DARPA that officially argues that invasive surveillance of the entire US population is necessary to prevent terrorist attacks, bioterrorism incidents and even naturally occurring disease outbreaks before they can happen.
Before it was disbanded, TIA sought to collect American medical records; Fingerprints; Biometric data on gait, face and iris; Medication prescriptions; and even DNA in addition to citizens' financial, travel and media consumption habits. TIA, like Operation Warp Speed, was a "public-private partnership" administered by the DOD and Partnership with the NSA, the CIA, and other intelligence agencies, as well as the private sector and academia.
Like Warp Speed, TIA officially justified its invasive surveillance goals by claiming that its initiatives would save Americans from the "invisible enemy" of faceless terrorists overseas and ensure the safety and health of citizens. Today, Warp Speed is officially targeting a new breed of "invisible enemy" – a microbe that is invisible to the naked human eye.
In the years after 9/11, the public backlash against TIA was fierce. The American Civil Liberties Union (ACLU) asserts at the time when the monitoring efforts "kill privacy in America "because" every aspect of our lives would be cataloged "while Mainstream media warned This TIA "fought terror by terrifying US citizens". Although Congress officially defused the program, it later emerged that TIA never really shut downThe various programs have been covertly split between the military and intelligence networks that make up the US national security state.
Unlike in previous years, TIA's apparent successor, Operation Warp Speed, hasn't received any backlash from mainstream media or advocacy organizations. Many of these companies are now putting blind trust in the secret initiative and making it the "only way" to resolve the Covid-19 pandemic crisis.
The national security state has carefully learned from and studied its past mistakes, while many Americans, on the contrary, continue to rely on the agencies and government agencies that have embroiled the country in multiple wars, tortured countless civilians abroad, and maimed a number of failed States to plunder their resources, and are currently facilitating the pillaging of the American economy by Wall Street and the Federal Reserve under the guise of "relief."
Giving the same companies the ability to monitor and track the majority of Americans and use the country's population as guinea pigs for unlicensed, understaffed and experimental vaccine technologies is a clear recipe for disaster. At the same time, it would also enable a surveillance panopticon so dystopian and far-reaching that Americans could lose not only their few remaining civil liberties, but even sovereignty over their own bodies.
The overall surveillance agenda, which started with TIA and revived by Warp Speed, was decades older than Covid-19. Its architects and proponents have worked to justify these extreme and invasive surveillance programs by marketing this agenda as the "solution" to what Americans are most afraid of at any given time. It has very little to do with "public health" and all of it with total control.
Question everything, come to your own conclusions.
